Abstrak: Informasi saat ini dipandang sebagai aset bagi perusahaan, kedudukannya setara dengan aset-aset yang lain. Oleh karena itu perlu ada suatu pengelolaan yang baik terhadap informasi. Pengelolaan informasi Sekolah Tinggi Manajemen Informatika dan Komputer “AMIKBANDUNG” (STMIK “AMIKBANDUNG”) sudah dilakukan, akan tetapi belum dikelola dengan menggunakan pendekatan dan metoda terstruktur, sehingga sulit untuk mengukur seberapa besar peranan teknologi informasi dalam mendukung pencapaian tujuan perusahaan secara efektif dan efisien. Pada tesis ini dirancang sebuah model pengelolaan TI (IT Governance) dan model audit sistem informasi (SI). Model pengelolaan TI dan model audit sistem informasi perguruan tinggi diadopsi dari COBIT (Control Objectives for Information dan related Technology). COBIT adalah standar pengendalian yang umum terhadap teknologi informasi, dengan memberikan kerangka kerja dan pengendalian terhadap teknologi informasi yang dapat diterapkan dan diterima secara internasional. Selain itu, COBIT dipilih karena dikembangkan dengan memperhatikan keterkaitan tujuan bisnis dengan tidak melupakan fokusnya pada teknologi informasi. Kerangka kerja COBIT bersifat umum, oleh sebab itu harus disesuaikan dengan melihat proses bisnis dan tanggung jawab proses teknologi informasi terhadap aktivitas perguruan tinggi. Model IT Governance dan model audit ini dimaksudkan untuk membuat pemetaan proses perencanaan dan pengorganisasian, akuisisi dan implementasi terhadap tingkat model maturity. Model maturity adalah alat untuk mengukur seberapa baik proses-proses sistem informasi berkembang. Dengan model maturity manajemen dapat mengukur posisi proses sistem informasi yang sekarang dan menilai hal yang diperlukan untuk meningkatkannya. Model maturity terdapat pada setiap proses sistem informasi. Alat yang digunakan untuk memetakan posisi proses sistem informasi adalah dengan menggunakan kuesioner. Kuesioner dibuat dengan menggunakan teknik pengukuran ordinal dengan skala likert. Sedangkan tujuan pengendalian ditetapkan dengan mempertimbangkan CSF (Critical Success Factors), KGI (Key Goal Indicators), dan KPI (Key Performance Indicators). Dari hasil implementasi diperoleh hasil bahwa model IT Governance dan model audit sistem informasi COBIT dapat diterapkan pada proses teknologi informasi di lingkungan perguruan tinggi, namun demikian perlu dilakukan penyesuain atau modifikasi terhadap prosesnya. Deskripsi Alternatif : Abstract: Nowadays information is considered as the asset for an enterprise, and its position is equal to other assets. Therefore, it is necessary to have a good management of information. The Information of The School of Informatics and Computer Management “AMIKBANDUNG” has already been managed, nevertheless; it has not been managed by using structured approach and method. Thus, it is difficult to measure the role of information technology in supporting the company’s achievement effectively and efficiently. This thesis tries to offer a the design of IT governance model and the audit of information system. Basically, they are adopted from COBIT (Control Objectives for Information dan related Technology). COBIT is a common standard control of information technology. It gives the framework and the control towards information technology which is applicable and acceptable internationally. It is Chosen because it is developed parallel to the business goal without neglecting its focus towards information technology. COBIT’s framework is universal. Hence, it has to be adjusted by looking at the business process and the responsibility of the information technology process towards the activity of higher education. The IT governance model and the audit of information system are intended to perform the mapping of planning process and the organizing process, the acquisition and the implementation of the level of maturity model. Maturity model is a tool to measure how good development of the processes of information system is. It also can measure the position of recent information system and evaluate the needed metters to increase.. The maturity model exists in every information system process. The tool to map the process of information system is questionnaires. They are made by using an ordinal measurement technique with Likert scale. While, the control objective are established by considering CSF (Critical Success Factors), KGI (Key Goal Indicators), dan KPI (Key Performance Indicators). The result of the implementation shows that IT governance model the audit of COBIT information system are applicable to the information technology process in higher education environment, however; it is necessary to perform adaptation or modification to the process. PERSAINGAN keras antarperguruan tinggi swasta (PTS) untuk mendapatkan mahasiswa baru malah akan mematikan PTS itu sendiri. “Persaingan juga mematikan PTS-PTS kecil yang bermodalkan semangat untuk mencerdaskan bangsa,” kata Ketua Konsorsium Diploma Tiga (D-3) Teknik Komputer Jaringan (TKJ) Jabar Solihin, M.T. (39), di ruang kerjanya, STMIK AMIK Bandung Jln. Jakarta, Kota Bandung, Minggu (7/12).

Pria asal Indramayu ini pun berupaya keras menggandeng sekolah tinggi ilmu komputer yang memiliki D-3 TKJ. “Akhirnya kami sepakat membentuk konsorsium yang diikuti enam PTS yakni STMIK AMIK Bandung, STMIK Tasikmalaya, Politeknik Sukabumi, Politeknik TEDC Cimahi, STMIK IKMI Cirebon, dan STMIK Subang. Konsorsium juga menggandeng Politeknik Negeri Jakarta (PNJ) dan SEAMEO Regional Open Learning Centre (SEAMOLEC),” ujarnya.

Konsorsium juga secara rutin menggelar perkuliahan jarak jauh (PJJ) dengan fasilitas video conference (vicon). “Cukup menyediakan satu dosen untuk 6.000 mahasiswa. Caranya kuliah dosen tersebut diikuti enam PTS melalui fasilitas vicon sehingga hemat biaya,” ujar pria berkacamata ini.

Bahkan, konsorsium sudah merencanakan menerima mahasiswa baru secara bersamaan dengan biaya kuliah yang sama. “Ibarat perguruan tinggi negeri (PTN) yang membuat ujian masuk bersama, PTS seharusnya bisa mengadakannya. Bukan hanya penerimaan bersama, bahkan konsorsium membuat biaya kuliah, fasilitas, dan standar kelulusan yang sama,” katanya.

Untuk meningkatkan mutu PTS-PTS di bawah konsorsium D-3 TKJ Jabar, kata Solihin, belum lama ini mengadakan studi banding ke Malaysia yakni Universiti Teknologi Malaysia (UTM) dan Multi Media University (MMU). “Dengan UTM sudah ada kesepakatan mahasiswa D-3 TKJ bisa kuliah di Malaysia sehingga mendapat sertifikat bahkan ijazah ganda nantinya. Dosen UTM juga bisa mengajar di Jawa Barat,” katanya. (Sarnapi/”PR”)***
